While it's not the full, finished product quite yet, Adobe has released a very stripped-down version of XD (Experience Design) for Windows 10.
Compared to its Mac counterpart, there's quite a few features that are presently being left out. But Adobe promises to release more features each month starting in 2017.

At this point, you're able to achieve most of what you want with your UI designs, though some functionality is not yet present. You can also create basic page transitions and easily connect UI elements to other artboards.
